安全・安心は、現代社会が求める重要な条件のひとつです。『労働科学』は1924年に創刊。「労働と生活と環境に関する総合的研究」を標榜し、産業安全・産業保健・職場環境をテーマとする労働科学研究によって、働く人＝生活者の安全・安心をめざしています。原著・総説・諸外国の文献紹介・学会だより等の内容で、国内外の学者・研究者に活用されています。

産業安全保健のすすめ再び ―温故知新―

Occupational Safety and Healthは，労働者のみならず社会にとって不可欠な活動である。技術の進歩，産業構造の変化の中で，従来の課題に加え，新たな課題が解決すべきものとして登場し，労働安全衛生の意義は，益々大きくなるものと考える。企業は，労働安全衛生を危機管理の一端あるいは生産性の向上に関わる要因の一つとしてだけでなく，社会的責任CSR (corporate social responsibility)の柱の一つに加えるべきと考える。
今後重要な課題として，(1)労働と健康の社会的意義の再確認と制度の適合性の検証，(2)経済課活動，企業経営における倫理：企業の社会的責任，(3)経営への組込の推進：健康会計，健康経営，(4)労働衛生における企業の責任と国の責任の明確化，(5)労働，経済活動の一環としての産業保健としての対応が必要，などがあげられる。日本では，労働と仕事のミスマッチングが生産性に対応した国際分業でより加速し，格差の拡大を生んでいる。安全衛生を含む技能教育機会の不均等の進展は，日本ではＥＵ諸国に比べより大きな問題となりうる。労働者の健康資本，社会人基礎力の向上は，自己努力も必要であるが，社会システムの他に経営による支援がＣＳＲとしてもあるべきと考える。
日本にけるこれからの産業保健の方向性と課題では，(1)ＯＳＨＭＳの定着に向けて：進歩する技術に対応するための基本，(2)安全衛生教育の普及：教育・研修は最大の投資効果を持つもので，社会人基礎力の一端としての安全衛生教育も重要，(3)人口の高齢化への対応：就業の健康増進効果：産業保健と一端として，また国の施策として，(4)働く人すべてに産業保健サービスを提供：セイフティーネットとして，社会の基礎力として，(5)ストレス対策，メンタルヘルス対策の推進：制度（ジョブシェアリングなど），サポートシステムや機関の育成，(6)労働と生活のバランス：Decent Work，社会制度を含む多面的な対応，(7)産業保健専門職の位置づけ，などがあげられる。
日本は産業安全保健分野でも，国際的情報発信力が十分とはいえない。今後は国内外を問わず，（１）情報発信力の向上，（２）国際的な人材交流・協力の増加，（３）組織力・連携の再構築が必要である。今まで述べてきた課題の他，疾病指標ではなく，健康指標の開発，世界に冠たる健康診断データなどの健康情報の活用による効果の評価，テイラーメードの健康管理メニュー開発が，日本にとっての要諦となるとも考える。

Re-Exhortation toward Occupational Safety and Health–To Learn a Lesson from History –

Occupational safety and health is a necessary activity not only for workers but also for society. With the progress of technology and change of industrial structure, new issues to be addressed appear in addition to existing issues, and the significance of occupational safety and health will become greater. Companies must interpret occupational safety and health as not only a part of risk management or a factor related to productivity improvement but also as a pillar of corporate social responsibility.
Important issues in the future include the (1) review of the social significance of work and health and the verification of system suitability, (2) the ethics of economic activity and corporate management and the social responsibility of the company, (3) the promotion of incorporation of safety and health in management, health-conscious accounting and management, (4) the clarification of the responsibility of the corporation and the national government in occupational health, and 5) the management of industrial health as a part of work and business activity. In Japan, a mismatch between workers and types of work is enhanced in productivity-oriented international division of labour and this widens the disparity. Widened inequality in the opportunity of work education including safety and health aspects can be more problematic in Japan than in the EU countries.
